Ad-Hoc Journal

Motion: Journal oversight shall be conducted by an ad hoc committee, called the Journal Committee, for a period of three years. In three years, Council will choose whether to transition this, or a revised structure, into a standing committee.

The ad-hoc journal committee shall have the following composition and responsibilities:

  1. Scope of authority. The Committee will act in an advisory capacity to Council. The Committee will make recommendations to Council regarding Journal matters, but final decision-making authority over Journal matters rests with Council. The Committee shall not set budget levels or enter into contracts, but will make recommendations about budget to be voted on by Council.
  2. Duties of the Committee shall include: (1) Reviewing the activities of the Editor-in-Chief and Executive Director (related to the Journal) and facilitating open communication and cooperation between them regarding plans and actions related to both the editorial and business management of the Journal; (2) Reviewing any actions that may affect the quality or independence of the Journal’s scientific content or any allegations of compromises to the Journal’s editorial independence; (3) Reviewing any disputes or disagreements regarding the management or operations of the Journal; (4) Evaluating major initiatives of the Editor-in-Chief and Executive Director to insure that they are financially, ethically, and programmatically appropriate; (5) Reviewing and advising Council on proposals that affect the budget of the Journal; and (6) Reviewing and advising Council on the Editor-in-Chief’s nominations of Associate and Statistical Editors, which are subject to ratification by Council. (7) Reviewing and advising Council on the Editor-in-Chief’s appointments of Editorial Board members to ensure adequate representation (i.e. gender, race, geographic, discipline, and specialty).
  3. An annual review of Journal operations will be conducted by the Committee. The Editor-in-Chief and the Executive Director will each submit a report of Journal-related goals and progress toward these goals over the past year both to the Council and to the Committee. The Committee will review these reports and evaluate the progress of the Journal in a report to Council. This report will be written by committee members other than the Editor or Executive Director.
  4. The Committee shall consist of 5 voting members. These include the Editor-in-Chief (Ex Officio, nonvoting), Executive Director (Ex Officio, nonvoting), and/or Associate Executive Director (Ex Officio, nonvoting), and five voting members: one member of the Executive Committee (to be chosen by the president), one member of Council who is not on the Executive Committee and who is not an Associate Editor of Psychosomatic Medicine, and 3 members at large, who are APS members and not members of Council or Associate Editors of Psychosomatic Medicine, who have experience in journal editorship and/or scientific publishing. Any nonvoting member may designate a representative to attend in his or her place. Committee members will serve 3-year terms. Members may be reappointed for a second term.
  5. Any member of APS may nominate members at large with experience in journal editorship and/or scientific publishing to serve on the Committee. Appointment of these nominees, and of the Council’s representative to the Committee, shall be determined by a majority vote of the Council. The current President of the Society shall consult with the Editor-in-Chief and Executive Director on the presidential appointment of one of the members of the Committee to serve as its Chair (which is not the Editor or Executive Director).
  6. Revisions to the Bylaws may be appropriate if this committee is transitioned to a standing committee.
